Coolio!

It's the same effect you sometimes get with alloy wheels on cars (or the old strobe speed setting on turntables for LPs!) ... get the flicker rate correct and it looks like the spokes/blobs are standing still ...

... much like when the Wizard of Speed and Time seems to float above the ground as he moved, by only taking the shot when his feet were off the ground ...

... and vaguely related to the interrupter they used on machine guns on propeller aircraft which only allowed the bullets to fire when they wouldn't hit the propeller blade!
